When ATV Watch first became involved in the ATV issue we quickly
realized that the key to our effectiveness was the accurate, complete
and timely disclosure of information by the state of New Hampshire. The
State of New Hampshire Department of Resources and Economic Development,
which receives dedicated funding directly from ATV registration fees was
reluctant to release governmental records related to the ATV issue.

So begin our mission to compel the state to comply with the disclosure
laws and the disclosure provisions in the State Constitution.
We have now realized that the disclosure issue goes well beyond the ATVs
and is fundamental to the whole democratic process. Disclosure is
critical to all governmental issues regardless of what side of the issue
you may be on.
